Ditch Maintenance Fee Vote Passes

The Board of Directors and staff of the Dixon Resource Conservation District are glad to announce that the Ditch Maintenance Fee ballots sent to District landowners in June were tabulated on Monday August 10th and accepted by the Board on Tuesday August 11th. The Board chose to conduct the election using a weighted ballot, based on each landowner’s financial obligation.  Ballots were returned for 36.81% of the total billed acres.

Of the returned ballots the certified results were:

• 59.64% Votes in favor
• 40.36% Votes in opposition

In order to pass, the ballots submitted in favor of the proposed Ditch maintenance rate increase needed to exceed the ballots submitted against the increase, weighted according to the proportional financial obligation of each affected property. The submitted ballots in favor of the new ditch maintenance fee structure represent $42,831.18 in landowner obligations, while the votes submitted in opposition represent $28,980.78.

The ditch maintenance fee increase will begin on December 1, 2026 and increase on December 1, for each of the following fiscal years up to the proposed rates below:

• 2026/27: $6.00/ac
• 2027/28: $7.00/ac
• 2028/29: $8.00/ac
• 2029/30: $8.00/ac
• 2030/31: $8.00/ac

2026 Rate Study Information:

According to CA Proposition 218, the Ditch Maintenance Fee is considered a "property-related fee."  As such, Dixon RCD prepared a rate study and conducted a public hearing, protest period, and election using the CA Proposition 218 XIII D, Section 6 process.  You may find the materials related to this process below.
